Capricorn and Aquarius are separated by 30 degrees — a semi-sextile, the tightest angle two different signs can hold. Adjacent signs share no element, no modality, and no ruling planet, so there's no built-in shorthand here. Saturn and Uranus make the contrast explicit. Saturn's territory is limits, patience, and the slow accumulation of authority. Uranus's territory is disruption, originality, and the sudden break from precedent. In practice, Capricorn is the one asking what happens if this fails, and Aquarius is the one asking what happens if nothing changes. Both questions are necessary. The pairing works when each stops treating the other's question as an attack.
The semi-sextile's real gift is that it can't be coasted on. There's no elemental sympathy to fall back on, so this relationship survives on explicit communication: saying what you mean, asking rather than assuming, and giving the other's method room to prove itself. Capricorn gains a reason to question the rulebook it inherited. Aquarius gains a structure durable enough to carry an idea past the theory stage. Neither of them gets there by accident.
