Libra and Capricorn are both starters — three signs apart and pulling from different elements — which means the plan gets made twice, in two very different handwritings. The friction is real, and so is the respect underneath it.

Libra will avoid the blunt conversation to keep the peace; Capricorn will have the blunt conversation and then wonder why the peace is gone. Squares don't resolve by one side conceding — they resolve by both sides admitting the other is solving a problem they'd otherwise ignore.
